Recreation Specialist (Sports Coordinator) Part Time NF-0188-03

INTRODUCTION

This position is located within the N92 division of Morale, Welfare and Recreation (MWR) Department, Naval Air Station Key West, Florida. The incumbent is directly responsible for all team and individual adult sports at the installation. The purpose of this position is to supervise the assigned athletic facility/facilities and direct facility sports and fitness events, including sports officials, and conducting sports clinics during hours assigned.

  1. MAJOR DUTIES AND RESPONSIBILITIES
  • Assists and furnishes athletic equipment for routine and special activities
  • Ensures athletic fields and equipment are in accordance with approved schedules and operation plans
  • Inspects buildings, facilities and equipment within assigned areas of responsibility to determine maintenance, repair, and condition of sanitation
  • Monitors outdoors athletic areas to ensure that scheduled events take place at the time and date scheduled
  • Prepares work assignments as necessary to maintain athletic areas and ensures follow up work to be performed by activities as necessary
  • Develops input to annual budget and executes preplanned budget spending
  • Initiates purchasing, surveying, issuing and upkeep of recreational and athletic equipment
  • Provides input into determining the usage of budget resources for equipment upkeep and replacement, program support needs and staffing
  • Reviews new and replacement equipment, researches prices and recommends quality and quantity to be purchased
  • Coordinates the operation and administration of the intramural sports programs including program development, organization of leagues, development of rules and regulations and scheduling events
  • Oversees the organization of leagues and tournaments in flag football, volleyball, basketball, badminton, soccer, tennis, golf, softball (slow pitch), racquetball, swimming, etc.
  • Develops team rosters into leagues or brackets and prepares a schedule showing time, date, location of play and opponents
  • Explains schedules, playing areas, rules, regulations, use and care of equipment and maintains official records to establish team standings
  • Administers the local Captain's Cup program based on demands and needs of the local installation command structure
  • Provides a marketing program on a continuous basis for the intramural sports program. Arranges new releases, flyers and posters to maximize patron's participation. Coordinates with program managers and key staff personnel to gather information pertinent to the facilities, programs, services and special events for publication in the MWR Monthly supplement in the base newspaper
  • Develops and conducts sports orientations for new military personnel and their families
  • Coordinates special events and joint community programs to ensure effective use of all MWR facilities and resources
  • Responsible for the operation, upkeep of all outdoor athletic facilities
  • Plans, organizes and conducts tournaments and special events
  • Acts as the MWR volunteer coordinator
  • Other duties as assigned

KNOWLEDGE REQUIRED BY THE POSITION

  • Must possess a minimum of 1 year documented experience in sports and fitness.
  • Must have a working knowledge of league and tournament organization and operation as well as knowledge of basic rules of play of major team and individual sports
  • Knowledge of the range of activities and services and of participant interests and needs typical of a program which enables the employee to develop and conduct a large and exceptionally diversified program in this specialty area
  • Ability to communicate effectively both verbally and in writing, and the ability to speak effectively, make presentations and conduct training
  • Ability to interact effectively with diverse groups of patrons to include military officer and enlisted, foreign military, retired and reserve personnel, military family members and authorized civilians
  • Must be a mature individual with an adequate level of physical fitness, with sound leadership, and both written and verbal communication and interview skills
  • Considerable tact and diplomacy as well as finesse are required when interacting with staff members and customers to develop goals and objectives related to their health, wellness, fitness, and recreation
  • Must be able to make decisions quickly and independently while working in a rapidly changing environment.

SUPERVISORY CONTROLS

Supports the Fitness Director and Fitness Coordinator and is responsible for the independent planning, administration and continuous evaluation/improvement of an extensive and effective sports program.

GUIDELINES

Guidelines consist of Department of Defense (DoD) Instructions, Navy Operating Manuals, Secretary of the Navy (SECNAV) Orders, and CNIC instructions and standards which primarily include but are not limited to the CNIC 1710.3 and the Fitness and Sports program standards. Incumbent uses established guidelines and published policy for the basic operation of the program. Incumbent uses some independent judgment in adapting guidelines and in translating program policies into positive and practical program plans within local guidance. Unusual situations are referred to the supervisor for review prior to implementation. Considerable flexibility is required in delivering programs with regard to changing requirements and patron feedback.

COMPLEXITY

The work involves overseeing different sports programs in varying locations and varying conditions. As the recreation activities are, on the whole, typical and conventional, the steps, processes and methods involved are recurring and related, varying only insofar as basic intramural activities are affected by human resources and seasons fluctuations in program needs. Changes in patron interest, weather conditions, HPCON, FPCON, and other unforeseen circumstances must constantly be considered.

SCOPE AND EFFECT

The work involves the execution of a basic program that is well covered by specific program plans and procedures concerning this segment of the recreation program. The problems encountered are typical and conventional. Incumbent applies program policies and procedures to a considerable variety of customary problems, questions and situations that are typical of the activities, services and operations of a recreation program at a military installation.

The sports program is considered highly essential because morale and quality of life are vital components of operational readiness. The incumbent promotes physical fitness and healthful living, which has a positive influence in improving the morale, physical and mental well-being of all customers.

PERSONAL CONTACTS

Contacts are with officers and enlisted military personnel, civilians and contract employees on base and local nationals as well as equipment vendors and sales staff, advertising, publicity and media personnel. The incumbent has other contacts with members of the general public, individually or in groups. The incumbent will need to maintain favorable and frequent personal contacts and meetings with military leadership.

PURPOSE OF CONTACTS

Contacts are for the purpose of planning, implementing and administering the program as well as for providing information, determining the needs and desires of the extensive patron base, processing and handling complaints and problems and obtaining and coordinating equipment, supplies and service. Many of the contacts require considerable leadership and diplomatic techniques to gain the assistance from specialists and organizations needed to respond to problems that regularly occur with the program.

PHYSICAL DEMANDS

Incumbent is required to do considerable walking, standing and sitting. Bending, crouching, climbing, and reaching, and may be required to assist at times with cleaning and maintenance functions. Some occasional labor such as shoveling, pulling or lifting up to 45 lbs. unassisted may be required. Incumbent may lift heavier weight, but with assistance.

WORK ENVIRONMENT

Some of the work is performed in an office but the incumbent must possess an appropriate level of physical fitness to demonstrate proper use of equipment and exercise techniques as required. The work is performed both indoors and outdoors. Outside events require exposure to weather conditions (heat and humidity, rain, and wind). Activities involve everyday risk of discomfort that requires normal safety precautions.

OTHER FACTORS

Occasional travel of less than 10% may be required.

Must have or be able to obtain and maintain a valid driver's license.

Incumbent will be required to obtain and maintain a National Agency Check background screening with Inquiries (NACI) or higher security clearance, if needed.

Must be able to work varied work schedules to include weekends and evenings.
